It seems funny that in a society where it is hardly allowed to express the total gamut of emotions, specially anger, the most repressed people choose professions in law enforcement etc, subsequently act out on their anger in situations where the likelihood of punishment will be small. The irony lies in the fact that when we, as a society, we call people of color 'angry', it serves us to justify the brutality and repression that comes with our own repressed anger.
In Chinese medicine the differentiation between the branch and the root is vital and applying this concept to the emotion of anger, one could say that sadness is the root of anger. Anger is the branch.
This society is so afraid of her emotions and therefore anger, that it prefers to repress and project on to 'The Other' rather than facing with what is.
What 'The Other' is depends completely on the socio-political context of the moment. However, people of color seem to be a constant though....'the Negro', the 'Immigrant', the 'Muslim', the 'Hispanic'.....
